I put this wreath together at the last minute last year for Mardi Gras.
I covered a simple foam wreath with tissue paper....
...and then I wrapped beads around the entire thing. I know if you attend any of the parades this should be really affordable. I ran down to a local party supply store and bought beads with some varying textures.
I added a bow and a little mask and it was ready to party.
